“What we can say is that the difficult choices still haven’t been made. We’ve trimmed some provincial spending, particularly on health and education, but the problem has been pushed down to lower levels. This repeats what we said in previous years. It may well come back to bite provinces, politics and National Treasury later. Overall, it broadly adds up. But we haven’t yet seen the difficult political decisions around historic spending reviews and programmatic cuts, which ultimately have to happen,” says Peter Attard Montalto.
