Krutham MD Peter Attard Montalto joins CNBC Africa’s Godfrey Mutizwa to discuss the first 100 days of the government of national unity.

Noting that the cabinet didn’t meet for a month after the GNU was first put in place and that there have been relatively few meetings since, Attard Montalto says there are still huge uncertainties about how this government actually functions. “Who requires authorisation for what in terms of legislation and regulation? Is there cabinet collective responsibility on issues like foreign policy? We don’t know the answer to that and parties themselves don’t know the answer either,” he says. “We’re continuing almost on auto-pilot, which the president seems very happy with – pleased that the GNU is getting along and there aren’t any fights. But we need fights; this is how progress is made and how difficult decisions are ultimately taken. That’s why we think we need a coalition agreement in place. One that outlines how the coalition will work and how it will handle disagreements and address issues like collective responsibility.”
